Some other modules may need a library for hook_boot() and this module doesn't support that, which is a serious drawback.

It may be as easy as implementing hook_boot(), or any other bootstrap hook and maybe replacing some functions, like drupal_get_profile(), which is defined in common.inc

Still, this doesn't mean any library can work at bootstrap, as they may have other dependencies but if it does, it would be nice to provide a way for modules to use it.

Was this implemented? Is it possible that this is a source of problems I'm running into, e.g. during installation of a profile (Mailchimp issue described in "Library not loaded during installation of installation profile")?

No, this was never implemented. It would be great to have a concrete use-case that currently does not work, that we could towards fixing. Without that this is going to be hard to implement in a vacuum.
