Now, when you create a new profile (Billing information), the "Addresses 1" will be used for "Commerce Addressbook". That means if you want to reuse a Billing information, you have to chose a "addresses 1" in "Addresses on File" list.
It is better if we can chose which field will be used for this function. Many cases, addresses is not appropriate.
How can do this?

If you go to Store -> Configuration -> Checkout, then go to settings for a specific pane (Billing Information, for instance), you will find a commerce-provided
selectbox with the label "Related customer profile reference field" and description "Specify the customer profile reference field on the order to populate with profile data from this checkout pane". This is the setting that Commerce Addressbook respects.
