If a non UTF-8 translation file is uploaded to drupal then the user is informed that strings have been created/updated and all seems well.
What is expected is that those strings, when viewed in another language will be translated.
What happens is that those strings are left blank (due to the fact that they were imported from a file that is not UTF-8 encoded.

If all imported files were checked to be in UTF-8 format upon upload or at the very least have a warning on the page reminding the user to upload UTF-8 encoded files only, this would improve translation woes.
