Coming from #1399618: Rebuilding lots of exportable entities takes a long time

Attached patch improves menu-rebuilding to use the variable instead of doing directly. That way we prevent the menu to be rebuilt multiple times when rules-links are imported into the database during clearing caches.

Also, patch makes so to only rebuild the menu if necessary as it is a costly operation. Patch works for me, but it needs probably some more testing.
