Since the Menu module only provides an administrative UI for working with menus, it should be renamed to Menu UI, in the same sense as Field UI. It wasn't until I tried the Minimal installation profile that I realized it actually isn't needed for menus to work.
Now with modules such as Features, many production sites will be able to turn it off and thus gain a little memory and performance.

The description
is a bit deceptive about that fact to be honest.
Now when the node module for Drupal 8 is optional, it seems a bit wrong that both node and none node related menu editing/administration is in the same module.
