You can add Chinese support in drupal by logging in as the asministrator, then select adminiter-->localization and follow the instructions.

You can use Chinese perfectly through UTF-8 (unicode). External sources (XML) that are not in UTF-8 will be converted if mbstring, gnu recode or iconv are installed in your PHP.
