Should all the drupal based websites contain creative common license logo or the word mentioned in the footer.

If it is mandatory, how about including a standard logo in every theme ?

Drupal is Open Source. That does not mean the content of sites using Drupal is Open Source.

It is not mandatory.

"This site is powered by drupal", is it necessary?

So drupal based CMS sites can be used without acknowledging anybody, just giving the copyright for the site content only.

They had some stupid requirement mandating that some attribution was displayed. Drupal is open source, this does not impose any requirements about notices.
