One thing: hook_commerce_checkout_complete was defined in the api documentation but not in hook_hook_info, I think because it is invoked using rules_invoke_all rather than module_invoke. I didn't put it into hook_hook_info yet, but I am wondering if perhaps it should be.

rszrama CreditAttribution: rszrama commentedCommitted this but at the same time added proper documentation for checkout pages and panes; the docs there were hastily committed a while back and had not included most of the material from the website. Now we can safely delete the page on the site without losing data. : )
