Add missing documentation for Order hooks [#1356168]

Attached is a patch for an updated api doc.

I didn't add docs for the CRUD style hooks that entity API auto-generates (e.g. commerce_order_update).

Committed. A quick note on syntax - docblocks should start with a single line statement of the purpose of the function or hook, such as "Defines order states for use in grouping order statuses together." I'll take care of the ones you posted as I review them. Thanks for taking these on. : )
