Hi,
I get no output on admin/config just after enabling your module.
I am running this on my dev site on a free hosting server.
By the way I have not used a patch provided for Feeds integration.
I know I am using a bug incubator for a development environment but this way I get a bulletproof code.

The job_scheduler module doesn't provide a UI.

The job_scheduler_trigger module, which comes with job_scheduler provdes a UI for configuring triggers.

Feel free to re-open if you're still having problems.
