It seems old versions of dependent modules are installed.
I noticed latest Rules tests fail on qa.drupal.org although they are fine locally. It turned out it uses entity 7.x-1.0-beta9 (that's the used vcs_identifier) from June 16, 2011, although the latest one is 7.x-1.0-rc1 + in the meanwhile there were two other beta releases too - but none of that gets picked up. :(

rfayThis is a duplicate of #1344316: Use recommended release rather than just sorting, which is in progress now. Sorry for the fail. I did rebuild both rules and entity and I thought that would do the job in your case (since rc1 should sort before beta*) but it didn't do the trick.

rfayActually, this turned out to be a completely different problem. The directories on util used to check out and analyze releases were somehow broken (disk space at one point)? The directory for entity was damaged. We removed all those directories and rebuilt entity, rules, etc.
