As a result of a condition, it would be great to affect the number of values a dependent field can hold.
Eg if field A has value 1, field B can hold 4 values
if field A has value 2, field B can hold 6 values etc.

dqdThis is completely out of scope of this module. If you have set up a field its number of values allowed and you already have used this field, core does not allow you to change this to a lower number (for good reasons) but to a higher number like unlimited. Apart from that this is a change on core field settings and CF can not manage them, and SHOULD NOT manage anything on that level.
Apart from that: Thanks for the report and all the efforts in here. But due to inactivity in this issue for some years and because of the upcoming EOL of Drupal 7, I will close this issue on the way by cleaning up the issue queue.
Feel free to re-open as "Needs review" if you found a solution or have a patch to be reported to help others on this outdated version.
