csv in ISO 8859-15/EURO

Hey guys,

I believe I've done it before with feedapi and feeds but somehow the import submission form is clearing itself without processing. I've downloaded the generated node template but the values are all in a single column. I believe I have the headers and mapping right and have no idea but to ask in the issue cues.
This is how I have the importer setup:
Attached to: [none]
Periodic import: off
Import on submission: yes

Fetcher is File upload
Parser Settings
Parse data in Comma Separated Value format.
I must to use the Taxonomy processor and encoding in ISO 8859-15/EURO
The taxonomy has latitude and longitude as a third column. This is how is it mapped.
