In composer 1.x, --ignore-platform-reqs ignores all platform requirements: PHP, hhvm, libs, extensions. This continues to be the case in composer 2.x; however, 2.x includes a supplementary option: --ignore-platform-req=x in which you may specify which of the requirements you would like to ignore. As part of the change, the Dockerfile was changed to run the build as a non root user, and the steps adjusted to account for that when using podman as a non-root user. Refs #43165
