I enabled the locale Module and the content translation module on D7 website.
But still when I click on Languages to add a language, nothing happens.
Maybe I did something wrong during the installation. Don't know.
But I should be able to make my site multilingual? right?

Multilingual ..? Yes, Drupal 7 is
Yes, Ideally it should work. Once you add the language it will appear in List of languages.
Go to admin/config/regional/language then click on Add language link then add a language.
Once you add a language you need to add translation strings for that language using admin/config/regional/translate
