This could be done by the module Renderable elements which I am co-maintaining.
I'll close this within field_group as from now, it will not be field_group who "detects" those special fieldsets like contact, locale, overlay field ...

Well, I did fix it in this branch, preparing for release 1.1.
I can tell you that this feature will be dropped out in branch 2 in favor of the Renderable elements module, together with the removal of horizontal tabs in favor of the Elements module.
