Wrong src
Your src is relative.
I'd say it's not the browser that's the difference, but the URL you are using to view it from.
You'll see some 404s in your log looking for "node/files/swf/banner.swf"
Make your src root-relative (begin with a slash) or otherwise fix it up.

You didn't mention you were running in a subdirectory - which makes a difference.
use the root-relative version (beginning with a slash) that is
There should be no confusion there.

maybe panels?
i tried this:
but it still does not work in opera. it works in IE7 and firefox but doe s not show in opera.
in the case of IE though: the banner shows but none of the content after it shows.
in the case of Opera: everything else shows except the banner. the flash embed is there since it says "movie not loaded" when i right click the white area. it just can't find the movie to load.
maybe because i used the panels module to put it in? i put it in the "top" panel with full html as its input setting.

Object
it is to my understanding that <object> is compliant rather than <embed>, though i dont see why one would work and not the other
