It has been elsewhere pointed out (#933386: Add regions for blocks to page.tpl.php) that page.tpl.php does not have the requisite HTML to output the various regions that Rubik would seem to support. That bug report has since been labeled a task, but the underlying bug still exists. The primary issue is that rubik.info is missing the declarations needed to properly identify the regions and features that Rubik supports.
