There are several files that do not have @file blocks at the top of them. You can tell which ones they are by going to:
http://api.drupal.org/api/drupal/files/8
and scanning for entries with nothing in the right column (you'll need to look through all the pages).
Each file should at least have a one-line description. See
http://drupal.org/node/1354#files
for standards.

jhodgdonThis issue is ancient and we are taking care of coding standards violations with a different process now.
