How do you do it? I would like to add a message to the front page of my district's Intranet much like the message on the front page of the Drupal site. I've searched around here for a while and can't seem to find anything that would show me how to do it. Any help is much appreciated.

You can use the static flag
Create a entry and set the 'static on frontpage' flag. This entry is now always the first on the frontpage. On my site I coded a new theme, which highlights those static entries.
or (better)
do it like Display theme content only if it's the front page?
Brilliant!!
Ax, you are brilliant! Thanks for the info and the links to get it.
designate a custom module as your home page
I made a custom module which contains the HTML and PHP that I need for the home page and then activated and designated it as my default front page module in Admin -> Site Configuration
See Moodcenter.org
Duplicate?
Could I then duplicate the existing node module, modify it then save with a different name? Would I even need to modify it?
BTW, is the Mood Center at all involved in working with the families as well as working with the individual?
