Blockers to a 7.x-1.0 release?

http://drupal.org/project/issues/captcha?version=7.x shows a number of issues, some of them critical.

Would it be possible to tag specific issues blocking a 3.0 release as D7 stable release blocker, so that we could try and get some helping hands on them? This is one of the top 50 projects, and the general lack of porting there is making D7 look scarier than it actually is. Might also help attract a co-maintainer to the project! :)
