The first port of call, surely, is existing questions of the same ilk. A quick search here at drupal.org shows up lots of information. If that's not enough, the same sort of search at google shows up yet more information.

One method : Install Wordpress and from within Wordpress use their automatic blogger importer. It's a simple process.

Once you have Wordpress up and running with all your Blogger posts and comments imported, then check out http://drupal.org/node/108797.
