When the Trigger module is activated, it should insert itself into the System fieldset on the admin/config page. At the moment, you can only navigate to Trigger configuration (admin/structure/trigger) from the admin/modules page.

It insert itself under structure page.

try to navigate to admin/structure and you'll see it. Also when Trigger is active there is Configure link on the modules page.

Yes, but this is very confusing. Triggers are used with Actions. Actions are configured on the admin/config page (in the System fieldset). Why should Triggers not also be listed here?
