On a multilingual site, field labels in the "Manage Display tab" of content types are sometimes translated into another language. It looks like this is caused by caching in the _field_info_collate_fields() method. When I clear the caches the labels are initially in the correct language. When switching to another language then the labels of the initial language are shown.

That page suggests to me that 'dynamic' content, which includes field labels (dynamic as you can change them), are translated by other modules. Perhaps at the time you created this issue, there were problems with those other modules? Can you advise if you have any other modules, and if the problem still occurs with the latest version of Drupal - currently 7.22?
Switching off 'bug report' until a bug is found.
