I think that a way for members of a site to buy text advertisements (using either site karma or real dollars) for their own projects or sites would be great.

Kuro5hin does it and it's a cool (and probably easy) feature to implement!

Even just allowing free text ads would encourage a larger community (free advertising for members' sites).

Kuro5hin have a pay for system (pay via PayPal), and have the coolest thing ever: comments on adverts (selectable by the advertiser). Drupal is perfect for this sort of thing.
