I'm using the latest git checkout of ctools-7.x-1.x and services is reporting that it's unable to be installed as it requires Chaos tools (>=7.x-1.0-beta1) .

I needed to be able to use this from with a drush make file, so here is a patch that simply removes the CTools version dependency.
