When logged in as a user who is able to use the debugging blocks, all blocks appear and disappear normally when there is no content inside of them except for the sidebars. When no debugging blocks are enabled, the sidebars stay in place as if the debugging blocks were enabled. Disabling the ability to use the debugging blocks or being a role that cannot use the debugging blocks seems to solve the issue

I would like to see it fixed as well, but I'm not sure exactly how that code is constructed and haven't had time to look into it.
