I'd love the cog wheel drop-downs in the panels UI be replaced with the drop buttons now provided in ctools.
For each region I think the default action should be "add content", or maybe just "add" ?
For any individual pane it should be "edit" (for a custom content pane) or "settings" for a view or something that can't be edited. Is there any smart way we can standardize the language for all the different types. 'configure' maybe?

merlinofchaos CreditAttribution: merlinofchaos commentedI'm actually thinking I would rather go the route that the cog isn't a menu at all, but instead goes to a modal with tabs across the top to get to the various pages you can use to edit a pane or a region.
One of the downsides to the drop menu is that they can take up a fair bit of horizontal space and some regions are quite narrow and won't have it. If that happens I suspect the clickable region would end up off to the right.
