I am planning to get a dollar hosting plan and use it as a development environment. Do you have any recommendations on which ones are good for Drupal development? Once the development is complete, I want to use another good hosting provider to actually host my site.

i do not recommend you that at all.. try with other hosting companys wich will give you full support and wont cause you any troubles or hedaches ;)

a small orange has a $25/year plan that comes with 75MB space, 3GB transfer, PHP, MySQL, RoR, etc. I've heard good things about them. You can read more about their customers experiences at company forums.
