The function commons_release_update_projects_alter(&$projects) removes all included modules from the projects list. So, the Localization Update (l10n_update module) is never download and refresh the translations of all included modules.

That module is not removed from the list though. Only modules packaged with Commons will be removed from the list. Also, commons_release is not a requirement or dependency. You can simply disable it, if you want.
