Release notes

7.x development release for improvements that involve API changes. Specifically, a Drupal core bugfix allows us to move away from _uc_canadapost_drupal_http_request() and use drupal_http_request() directly. This fix prompted me to make some function name changes and to refactor some of this module to improve debug functionality. These changes make the module sufficiently different that I think it's necessary to make a new branch.
