In the table for actions we have aid for the action id and a callback for the function that handles the action, but in the practice aid and callback normally are the same (except for advanced actions which is numeric) and you can't declare a custom callback name for the action handler functions through hook_action_info.
This may be useful to allow defining custom callbacks but also for contrib modules that may create actions programatically defining same callback for all the actions so they can take care of them with one single function.
