Arrange Fields enabled disables the display of cck field groups

I enabled the mdoule
went to my content type page
I added a fieldgroup and it did not show up
I disabled this module and my fieldgroups show up again

Does this happen in other browsers (like Firefox and Chrome)? Does it happen with a neutral theme, like Garland?
