There is a whole section within the Theming Drupal 6 and 7 documentation called "Working with CSS": http://drupal.org/node/341246
About 2/3 of the pages in that section haven't yet been updated for D7, and the D7 ones are marked needs review/corrections.

cleverington CreditAttribution: cleverington as a volunteer commentedI agree. With the Drupal 8 User Guide 'in the works' and 90% of the Documentation pages updated since the last update 5 years ago, the OP was completed.
Now, this post is more a duplicate of other, more current tasks, such as: #2587331: Split documentation per Drupal version, #2186531: Update handbook documentation on upgrade/migrate for D8!, #497574: Clean up The Drupal Cookbook (for beginners), and #486938: Document CSS classes.
Fixed! (For now)
