Link an image to either an Outside Website, Internal Page or PDF

So as the title says, the company I'm working for wants it to where the end-user can clink on an image on the home page that will either link to a Page, PDF, or Outside website.

I'm also developing the back-end of drupal to where a very inexperienced Drupal user can make this image for the home page.

Now, the way I have been handling outside webpages and Pages was by using the Link Module to specify the path and having the view just link to that path. This does not work the same with PDFs.

1 way of doing this was by saving the PDF in the /files folder and then just using the link module to specify the path, but this is a little to much hassle for end users.

Is there a work around?
