I would love to enable caching for all my node panels if that cache gets updated whenever I save that panel.

If you mean the caching within Panels itself, when you update the content page, the cache should be cleared and refreshed on next view.

Unless I am misunderstanding the original author's question, I think he meant that is the normal drupal page cache for that node cleared when you save the panel content for a panel node, which as far as I can tell is not happening?
