I think, we need to supply the rules_ui user with one sentence per component type in order to understand for example the difference between actions and action sets

I postponed this from lack of activity, but there's no reason to wait on doing this if anyone else wants it. Even without patch knowledge, the text alone would be a great start.

Moving this to 8.x-3.x, as there has been no contribution from the community to add this feature in 7.x-2.x, and it's a little late in the D7 lifecycle to be adding new features, especially when there is so little demand for this.

FYI. This feature is already implemented in D8 Rules Essentials Please install that module, try it out, and contribute if you find it useful. Right now the component descriptions are in the annotation, which I'm not entirely happy about. I have also experimented with putting them in the summary() method of each expression, but the use and purpose of summary() is not well defined and its current usage would need to be changed if I were to use if for descriptions instead.
