Hi,

currently wysiwyg is incompatible to better_formats. better_formats set the format fieldset to #access = FALSE if the user has not the permission to select and text format (permission: "Show format selection for nodes".).

Here is a hackish approach to solve this issue.

However, marking as duplicate of #934976: Provide method to hide input format fields without disabling WYSIWYG. You can follow up on that issue to track its status instead. If any information from this issue is missing in the other issue, please make sure you provide it over there.
