When importing a new vocabulary using XML I get the following issue:
warning: Parameter 1 to taxonomy_save_vocabulary() expected to be a reference, value given in /var/www/drupal/includes/module.inc on line 462.

Need more information.
Can you attach the vocab you were importing?
Alternatively, try the new 2.0 release, it squashed a lot of small issues in the last year of -dev

Choose a target vocabulary before importing a file. If you have no vocabulary yet then try to create one first. If you have an existing vocabulary and you just want to be filled in then choose this vocabulary name on the dropdownlist of target vocabulary. sorry for my english, i hope you got the point.
