The System requirements page states that safe_mode: off. Safe mode may interfere with file and image uploads. Anyway, we do have a patch which works around this issue (at least), and it looks like I'm not the only one who runs Drupal 7 with safe_mode with the patch -- in other words: looks like there are quite a bunch of folks out there with some cheap safe_mode hosting and want to use/update to Drupal 7.
May I request removing the safe_mode: off requirement, based on the aforementioned patch?

Safe mode will also wreak havoc with other PHP functionality, like the mail subsystem (#131737: Ensure that the Return-Path is set when sending mail on both Windows and non-Windows systems.). Searching for safe mode in the Drupal 7 issue queue shows several "closed (won't fix)" safe mode issues before.
It's questionable how much effort should be put into safe mode given that it's already depreciated in PHP 5.3.
