Link behavior
The links generated by "pages" are a bit broken (http://drupal.org/node/view/5038). Each theme handles its navigation links in a different way. If you're using Drupal 4.4 and the default XTemplate theme, you can add links to the top of the site in a box in the settings for that theme.
In Drupal 4.5 you can also use the customizable menu to inject links to whatever part of Drupal you wish, including your static pages.

p.s yes i'm using XTemplate
if you use xtemplate
it's possible to edit the xtmpl file so that the links show up on the side rather than at the top. for instance, this is an xtemplate-based site.
