Now that #917880: Write a handbook page about how issue tags are intended to be used is done and http://drupal.org/node/1023102 exists, we should link to that page in the issue and comment UI where we give people the option to add issue tags.

Also, we should make them less prominent again. Once upon a time, they were inside a nice collapsed fieldset, so people wouldn't see them by default unless they knew to open the fieldset. Right now they're IN YOUR FACE right above the submit button, so people feel compelled to add tags, often that are utterly useless. Sure, people who do lots of valuable issue tagging will have to use one extra click, but I think that's a reasonable trade-off.

I would almost consider this a won't fix, it is highly unlikely that we will solve this problem with making them less prominent. The problem is, that people add the wrong tags, not the fact that people add tags.

Making this functionality less discoverable, will also mean tags will be less used - which is not what we want.

Personally I rather have more people tagging, with a few wrong tags once in a while, than less tagging. Then again it is personal how much annoyance this creates. Also my reason for not changing status here, it needs more feedback - and we need to be sure we are not hacking around the actual cause.
