I completed a Drupal 7.0 install with none of these problems and then on the same VPS another install has a problem with /tmp. If I use tmp as the temporary directory it works but that's publicly accessible. These are fresh installs and not upgrades from D 6.

Edit Here With Solution: For me I went to Administration>Configuration>File System and set the Temporary Directory with /home/account/tmp For some reason using /tmp wouldn't work. Now modules install fine.

Yes, full path to tmp-directory worked for me too. In my case: /usr/home//tmp
