Enable Zoom Wheel stays enabled [#1010982]

I can't get this behavior to change. I've unchecked it and the map still zooms when the scroll wheel is used. Am I missing something?

From this export, it looks like the zoom wheel is still engaged: 'openlayers_behavior_panzoombar' => array(),

Okay. I disabled that behavior and it's disabled the scrollwheel. I was thinking that the behavior to disable was "Enable Zoom Wheel" under Navigation. Seems like that should be the one to control the scroolwheel and then still allow for a zoom bar that a user could click on to zoom in and out.
