Provide right argument to response_alter operations and add parameter to avoid making the service request.

My fault, Copy and paste without verifying..

I've included a 'sugarondrupal_skip_request' parameter check. If this parameter exists, the service is not requested, and additional modules may provide the result for the request call (i.e. a cached response from other module). The module adding this parameter should be responsible of removing it later.
