when block refresh happens (manual or automatic) in some modules like Translatable Regions or Community tags that have button, duplication of the button is happened. and for appbar, popup menus doesn't stop with one click on buttons, and popup menu opens and closes frequently.

I think you'll find the issue is with the other modules in question - they need to implement .once() or similar to stop them from re-initialising with each ajax request.
