With the addition of anonymous comments, administrators need the ability to edit the name of an anonymous comment (else, you run the evil risk of someone commenting as "GIGANTIC PENIS LOVER" or some such). The attached patch implements this feature.

For Drupal 4.6, we should tidy up the comment editing code. Administrators and users should share the same comment editing interface (on the same URL) -- just like we did for nodes and users in Drupal 4.5.
