Comment signature option not displayed

With the new hook_user api adding a category etc, the user's comment signature was not displayed anymore.

I've put the comment settings into the 'account settings' category, instead of the 'personal information' category, that may not be the best place. Also renamed the form_group to 'Comment settings'.
