If you create a block with an HTML character, like & ... it is not properly encoded when it is output. Simply outputed as '&' instead of an HTML entity.

merlinofchaos CreditAttribution: merlinofchaos commentedHmm. I can't replicate this, at least using bluemarine. I'm not sure whose responsibility it is to check the block titles, but I thought the theme/theme engine/block stuff did that.
