Add CHANGELOG entry for Update manager [#610324]

We need a CHANGELOG entry for the new Update manager. The only thing I'm not sure about is if it should go in the "Security" or "Usability" section. ;)

- Added to security section
- Fixed up a wee bit of formatting in a few other 7.0 entries

Adds a couple of lines which succinctly describes the new Update manager in contrast to the old Update status module, which is what people will probably expect. Tidies a few over-long lines. Looks fine to me.
